I'm not sure who actually did the voiceover, but it is somebody impersonating Werner Herzog, the eccentric German director/screenwriter. His most famous movie is probably the documentary Grizzly Man from a few years back, but nobody really knows him for that. The thing people know him for most is this 1982 movie called Fitzcaraldo. At one point, the story calls for the title character and his crew to drag a 320 ton steam boat over a hill from one river to another. Herzog's method for recreating this was to force his cast to drag a 320 ton steam boat over a hill.
I haven't seen a ton of his movies, but the tone of the YouTube gets Herzog spot on. There are more. I really like the "Werner Herzog Reads Curious George" video. 
I highly recommend Herzog's "Incident at Loch Ness."
But, yes, also "Fitzcarraldo."
Everything I know about Werner Herzog I got from Roger Ebert, who nearly worships the man. And from what I've read from Ebert, this video captures Herzog quite well. I do wonder who actually did this. It's grand.
